The incidents have renewed calls for stronger laws and enforcement. But some animal experts and pit bull advocates argue that to reduce attacks, more attention must be paid to breeding, owner education and dog handling.

Ramos says MHS animal cruelty investigators handle about 5,000 calls a year, mainly in Detroit. The top complaint is neglect, usually with pit bull mixes. "This is the dog everybody owns right now," he said. "We see a lot tied up in yards with phone cords. They chew through it and run loose."

Edna Cooper, 38, of Westland was mauled by two pit bulls Sunday as she walked in her neighborhood. Cooper, who has cerebral palsy, said a smaller pit bull attacked first, joined by a second one that broke its chain and jumped a fence.

"I was running to get away and I fell," said Cooper, who now has 52 stitches and may need reconstructive surgery to regain mobility in her left arm. "I was on the ground trying to cover my face and it started eating on my arm."

Police shot one dog and caught the other, which will be put down. The Wayne County prosecutor's office is reviewing the case.
